First off, to say whether it's "right" is subjective already. Do they have the right? It's up to the state government to decide on that, but it's not something guaranteed to them.
There's many questions to be answered first: All districts participate in this, right? How much money is taken from each district? Is it analyzed on an individual basis, or something more like a percentage, if over x amount is earned, then pay y percent. How much is given to each district?
It is true that many wealthier districts suffer from this for the sake of other districts, but when you look at the other side of it, if given nothing, then wouldn't the low income districts be worse off than what the wealthier ones are complaining about? Without the funding, the low income districts will have to reduce on the amount of teachers, or cut back on expenses and leave other things unrepaired; with the funding, the wealthier ones are left with nothing.
I personally think that it's needed to make sure that all the students have a better chance at a better education, however the way that they're doing it is quite off. Readjust the the amount taken and the amount received, please. After all, even though it's the nicer thing to do, the fact is that it's still taking other people's money.
