Is the PATRIOT Act a threat to liberty?

I believe that based on Benjamin Franklin's definition, the Patriot Act is a threat to liberty. I believe that the law only provides us with temporary safety, being that the Act can only protect us against terrorism in the United States. We cannot control what is going on in other parts of the world. However, based on the world in which we live today, I don't think it is a threat. I think the ultimate objective the US government had for the Patriot Act was for the better good of the country.
On the contrary, I do think that the investigations fueled by the Act should be closely observed and regulated.
